College Board


The College of Health Care Sciences strives to provide professionals with the skills necessary for the diagnosis, treatment and prevention of disease and disability in order to assure optimum health conditions in the community and beyond. With an unwavering commitment to ethical practice and in support of the Nova Southeastern University Core Values, the College endeavors to advance research, scholarship, and the development of leadership skills utilizing traditional educational methods, distance learning, and innovative combinations of both to achieve its educational goals.

Board Members

Margaret “Maggie” Reilly is the Director of Occupational and Physical Therapy at All Children’s Hospital in St Petersburg, FL. She is a physical therapist, who graduated from Long Island University, Brooklyn, NY in 1989. Her career included practicing as a pediatric physical therapist in a variety of settings prior to taking on her current administrative role in 2000. Maggie has been involved in research, and has been a guest presenter at various local and national meetings. In 2010, she received her MBA from Nova Southeastern University H. Wayne Huizenga College of Business and Entrepreneurship. She currently serves as the chair of the Health Care and Prevention Task Force for the Florida Developmental Disability Council and is chair of the Nova Southeastern University College of Health Care Sciences Advisory Board.

Professor Wagner is the Chair of the Department of Anesthesia in the College of Health Care Sciences. He has been a healthcare provider for over 30 years and has a long list of accomplishments as an anesthesia provider and leader within the healthcare profession. He has been with NSU for 10 years and started the Master of Science in Anesthesia programs at the Ft. Lauderdale and Tampa, Florida NSU campuses. The programs train students at the Master’s level to be Anesthesiologist Assistants (Anesthetists). Professor Wagner’s passion for obtaining corporate sponsorship over the years has led to large amounts of medical equipment to be donated to NSU. As Vice-Chair of the committee, he is committed to the goals and mission of the Advisory Committee and seeks to increase scholarship sponsorship.

Dr. Carroll is an Assistant Professor for Public Administration with Nova Southeastern University’s H. Wayne Huizenga College of Business and Entrepreneurship. He previously served as the Academic Coordinator for the Public Administration and Emergency Management degree programs at Barry University. Dr. Carroll holds a Doctor of Philosophy (Ph.D.) in Public Administration by Florida Atlantic University in 2003. He also holds a Master of Public Administration degree, specializing in Justice Policy Management, a Bachelor of Arts in Political Science, and an Associate of Applied Science in Criminal Justice.

With over 30 years of public service, Dr. Carroll is a retired Deputy Sheriff Major and a veteran of the U.S. Air Force. He was appointed to the Broward Sheriff’s Office in 1984 and assigned to numerous operational and administrative positions throughout his career. As a manager, Dr. Carroll was responsible for the policy process, planning, applied research, and accreditation for the agency. He was one of the architects of the current NSU/BSO Program, a unique educational partnership to conduct research and develop future public safety leaders.

Dr. Carroll has published in refereed journals, made paper presentations to international academic and practitioner conferences, and published book chapters. Dr. Carroll’s research and teaching interests include public administration from the “prac-ademic’s” perspective, criminal justice, public policy, emergency and crisis management, organizational theory, leadership and management, budgeting, and the history of public administration.

MarvieAnn Garcia-Rodriguez is a clinical specialist in Occupational Therapy at Nicklaus Children’s Hospital (NCH) (formerly Miami Children’s Hospital).  A graduate from the University of Florida in 1984 (B.H.S.) and 2009 (M.H.S.), she has extensive experience in pediatrics, specializing in the treatment of premature infants and sick neonates.   She has certifications in Pediatric Neurodevelopmental Treatment, Baby Neurodevelopmental Treatment and Infant Massage.   She was responsible for implementing a developmental care program in the Neonatal Intensive Care Unit that continues to thrive today.  She helped to develop the first developmental follow-up clinic for preterm infants and sick neonates in the Southeast.  She has recently become involved in the Neurodevelopmental Cardiac Clinic.  She is in charge of the Student Internship Program for O.T. students at the hospital.   She is a guest lecturer in the Occupational Therapy Department at NSU and a founding board member.  In addition to work; MarvieAnn loves to be active and enjoys biking, spinning, yoga and long walks with her dogs.  She also enjoys gardening, cooking; but more important is time with family and friends.  

Khamisi Grace, Esq. is currently the Director of the Health and Education Programs at the Urban League of Broward County.  In this position she oversees approximately 13 programs including middle school, college access, maternal and community health, and prevention programs.  Before becoming an Urban Leaguer, Khamisi Grace served as an attorney for the 11th Circuit Guardian Ad Litem Program in Miami representing the best interest of abused, abandoned, and/or neglected children ultimately serving as the Supervising Attorney for that Circuit.  A recognized community leader and advocate, she was recently selected to participate in both the New Leaders Council (Broward Chapter) and the National Urban League Emerging Leaders programs and has previously served on the Board of Directors for Casa Valentina and the YWCA of Greater Miami. She is a graduate of Florida State University and Georgetown University Law Center.  

Dr. Terry Morrow is the Assistant Dean of Student Affairs and Assistant Professor in the College of Health Care Sciences at Nova Southeastern University and President of the Partnership for Leadership and Transformation.  She holds a Ph.D. in Conflict Analysis and Resolution and is a Florida Supreme Court Mediator and Certified Christian Conciliator.  Dr. Morrow served on the Florida Board of the National Association of Student Personnel Administrators (NASPA) as the Co-Chair of the Student Leadership Programs Knowledge Community for five years, is the Co-Founder and former Co-Chair of the South Florida Diversity Alliance, and helped develop the National Peace Academy.  In 2013, she was appointed by the mayor to serve on the City of Sunrise Education Advisory Board.

Dr. Morrow is a member of the editorial review boards for the Journal for Leadership Education, The Journal of Peace and Conflict Studies, and The Qualitative Report.  During her 15 years in higher education, she has focused on bringing faculty, students and staff together to identify opportunities for improvement and create collaborative initiatives that promote success and engagement. Dr. Morrow has published numerous articles and book chapters and presented at a variety of international, national and state conferences.  In 2013, she was named Nova Southeastern University Executive of the Year.

As a former graduate of a Masters in Human Resource Management from Nova Southeastern University and presently enrolled in the Leadership Certificate Program, Franklin Renwick has joined forces with the Department of Justice in a classified position. Throughout his career Franklin has held executive positions within two of the Fortune 100 companies, Target Corporation and Bank of America and he has lead the teams of each individual organization to achieve goals beyond their expectations. Franklin has also received numerous sales awards during his journey and has provided clients with superior leadership during critical transition phases including hiring professional staff, implementing budget reductions and applying long-term strategic planning. Franklin has also been involved in the community as an ambassador with Make a Wish foundation, March of Dimes and Food for the Poor. Among his significant positions Franklin is an active member of the Society for Human Resource Management.

Dawn Seay serves as the South Florida Executive Director for the American Diabetes Association. She and her team work to generate diabetes awareness through community programs for at risk populations; fundraise to provide funding for diabetes research for a cure; and advocate for the rights of people living with this disease. She works to carry through the mission of the association which is to prevent and cure diabetes and to improve the lives of all people affected by diabetes. Under her leadership, she has created a community partnership with Boys and Girls Clubs of Broward County designed to address obesity and advocate for healthy living for at risk youth populations who are most susceptible for developing diabetes and other chronic disease states.  Prior to joining the American Diabetes Association, Dawn served as Development Director with the American Heart Association in Broward County.  She is a graduate of Leadership Broward Class XXIX and has a B.A. in Public Relations from the University of Central Florida in Orlando.

As Associate Dean for Academic Affairs in the CHCS, Peter L. Taylor, Ph.D., is responsible for professional program accreditations, academic program review, instructional support, and college publications.  Prior to his appointment at NSU, Dr. Taylor served as assistant dean of academic affairs at the University of California, San Francisco and associate director of admissions at Northeastern University School of Law. He has held faculty appointments at Santa Clara University, Virginia Tech, and Florida Memorial University.
